The main routes
DAAD
The German Academic Exchange Service is the largest funder of international students in Germany and the first place to look. DAAD scholarships are competitive and generally assessed on academic record, motivation and, for many programmes, relevant work experience. Application cycles typically run well ahead of the university intake, so a DAAD application is planned a year out, not alongside your university applications.
Deutschlandstipendium
A merit-based scholarship administered by individual universities and co-funded with private sponsors. Because it is awarded by the university rather than centrally, availability and criteria vary by institution, and you generally apply after or alongside admission.
Erasmus+
Relevant if your programme includes mobility across European institutions. It is structured around exchange and joint programmes rather than being a general living-cost scholarship.
University and state-level awards

What actually decides scholarship outcomes
Scholarship selection weights academic record heavily, which puts it downstream of the same problem as admission. Across 338 applications in our data, the median admitted applicant had a CGPA of 8.52. Competitive scholarships draw from the top of that group, not from applicants who scraped past the published minimum.
