MS in Germany for Indian Students: What You Actually Need
German universities publish a minimum of roughly German grade 2.5, about CGPA 7.0 on a 10-point scale. That number gets quoted everywhere, and it is misleading. It tells you whether your application will be considered, not whether it will be accepted.
We looked at 338 master's applications from Indian students across 43 German universities, with the outcome of each one. The gap between the published floor and the applicants who actually got in is the thing worth planning around.

Official minimums come from each university's own admissions pages, linked in the last column. The admitted-CGPA column is what applicants who actually got an offer reported, shown only where we have at least six admits for that university. Sort any column by clicking its heading.

About these numbers. Official minimums and IELTS bands are from each university's published admissions pages (linked per row) and are general master's minimums; individual programmes are often stricter, and several rows in the sheet are tier-calibrated estimates flagged for per-programme verification. The admitted and rejected CGPA figures come from self-reported applicant outcomes, not from the universities, and sample sizes per university range from 10 to 43. They describe this group of applicants, not official acceptance rates.
What the numbers actually tell you
Three things stand out once you put the published floor next to the real outcomes.
The floor is not the bar
A CGPA of 7.0 clears the published minimum almost everywhere. But the median admitted applicant sat at 8.52, and the median rejected applicant was still at 8.20 — above the official minimum. Applicants at exactly 7.0 are competing against a field that is a full point and a half higher.
Rank changes the bar more than the published minimum suggests
TU Munich and Universität Stuttgart both publish the same nominal minimum, yet the applicants admitted to them reported medians of 8.93 and 9.28. The published number is nearly identical across the whole country; the real bar is not.
Rejected applicants are usually qualified on paper
At most universities in the table, the median rejected applicant also cleared the published minimum. That is the single most useful thing in this data: for competitive programmes, eligibility is assumed and the decision is made on everything else — your programme fit, your projects, and your motivation letter.

It clears the published minimum but it is well below what actually gets in. Among applicants to TU Munich in our data, the median admitted CGPA was 8.93 and even rejected applicants had a median of 8.30. Treat 7.0 as the floor for eligibility, not a realistic target for a top-ranked TU.
Do I need the APS certificate to apply to Germany from India?
Indian applicants generally need APS verification of their academic documents, and many universities list it as mandatory. It takes time to obtain, so start it early. Many programmes also apply through uni-assist rather than the university directly, which adds another step.
What IELTS score do German universities require?
Most English-taught master's programmes in our sheet list IELTS 6.5 overall as the minimum, with a few asking 7.0. German-taught programmes require German proficiency instead, usually TestDaF or a C1 certificate, which is a separate requirement from IELTS.
Is the GRE required for an MS in Germany?
For most German universities, no. A few programmes ask for it, mainly management and some business-facing degrees, and a strong score can help a borderline application. Check the specific programme rather than assuming.
